Dr. Cox is the Managing Partner & co-founder of M&E Global, a global economics consultancy in the area of Digital Infrastructure. Dr. Cox has been an expert in digital infrastructure, finance and management education working with a wide range of clients for development, economics and public investment promotion for sovereign countries for roughly 15 years. Dr. Cox previously managed Cox Communications Consultants GmbH in Germany and was Managing Director of Hill & Knowlton Switzerland and senior consultant at Burson-Marsteller in Frankfurt, New York, and Hamburg. He is author of six books published by McGraw-Hill NY, Frankfurter Allgemeine Zeitung Verlag, and Gestion 2000, in addition to hundreds of professional articles on management topics. He received his Ph.D. from the London School of Economics, a DFS in Finance from Oxford University, MA/BA degrees from Boston University. He lives in Spain.
Mathew Garver is the Managing Partner & co-founder of M&E Global, a global economics consultancy in the area of Digital Infrastructure. He served as Secretary to the Global Infrastructure Steering Committee at DLA Piper, world's largest law firm & also a Senior Advisor for Global Infrastructure at Patton Boggs, leading global law firms for international projects. Mr. Garver has worked in digital infrastructure for almost 20 yrs from investment side, financing, strategy, advisory, development and O&M. Mr. Garver has a BA from Michigan State, DFS in Financial Economics from Saïd Business School at Oxford University and Fellow at Harvard University at the Weatherhead Center for International Affairs. He is the author of numerous articles on regional and international economics. He serves on numerous boards for both private companies and philanthropic foundation.
Stuart M. Allen serves an Director to M&E Global, and served as the former Managing Director of IJGLobal. He also formerly served as CEO of LatinFinance, based in Miami. Mr. Allen joined LatinFinance in 2002 from Euromoney Institutional Investor, where he headed that its global book publishing business for several years. Mr. Allen has been a Trustee of The Quantex Fund since 2006. He serves as Trustee of Flex-funds Trust - Socially Responsible Utilities Fund. Mr. Allen serves as a Director of World Education & Development Fund, Inc. Mr. Allen worked for Santander Investment in Madrid and translated and published Chinese law books in Hong Kong. Mr. Allen was a Knowles Memorial Scholar and received his BSC (Econ) from the London School of Economics.
Angus Leslie Melville serves as the Managing Director of Infrastructure Journal Global (IJGlobal) based in London, UK, where he manages the firms research, data teams, global services and media. IJGlobal is the leading online database for infrastructure and project finance in the world. Their database, in partnership with the World Bank, provides data on 20,000 transactions, and 14000 projects worldwide. He has 20 years’ experience in media, and 10 years in the global infrastructure markets. Angus headed up IJGlobal as editor from 2004 until 2010. He left in 2010 to set up Inspiratia, an online title focused on investments in transport, social infrastructure and renewable energy. At IJGlobal, Angus manages a global workforce with offices in London, New York, Hong Kong, Sofia and Singapore.
Dr. Albert Li is Chairman and Founder of First Asia , a social venture fund that invests in social ventures and microfinance institutions (MFIs) around the world. Its main social objective is to provide essential financial services to those living in extreme poverty, and one day to eradicate poverty for good. In addition to direct investment in social ventures, it is also a full-service and value-adding firm that conducts deal sourcing, on-site due diligence, project consultancy and social impact measurement. Albert is a committee member of One For All Charity Foundation Ltd., a Hong Kong-registered nonprofit that focuses on social advocacy and social enterprise investments. He is also the founder and Chairman of First Asia Finance Group Limited. Jed Freedlander is an advisor to M&E Global. He served as the Senior Vice President of Hunt Companies, leading various infrastructure/P3 Development efforts in North America for Hunt Development Group and Hunt’s UK-based affiliate, Amber Infrastructure. Jed actively leads teams of designers, contractors, operators, advisors, and investors in the pursuit and development of essential civic infrastructure projects in the resilience, justice, education, mobility, recreational/tourism, and alternative energy sectors. He formerly served as Vice President for Balfour Beatty Investments (BBI), as well as lead associate in the infrastructure groups at DLA Piper and Patton Boggs in NYC. He holds a BA from the University of Pennsylvania and a Juris Doctor from Fordham University School of Law.
